About Us
Mahaweli Consultancy Bureau (MCB) is a fully state-owned enterprise under the Ministry of Irrigation, dedicated to enhancing governance and accountability through independent reviews, audits, and inquiries.
Key Responsibilities
- Inquiry & Petition Handling:
- Compile and document all petitions, public complaints, and stakeholder observations.
- Conduct impartial investigations and prepare standalone case reports.
- Submit a final consolidated governance report summarizing systemic lessons.
- Audit & Governance Oversight:
- Conduct internal audits of financial, operational, and compliance processes.
- Prepare audit work plans and monitor implementation of audit recommendations.
- Liaise with external auditors and regulatory bodies as required.
Qualifications & Experience
- Bachelor's Degree in Accounting, Finance, Commerce, Law, Governance, or equivalent.
- Professional qualification in auditing or accountancy (ICASL, ACCA, CIMA, CPA or equivalent).
- At least 10 years of relevant professional experience, including:
- Experience in National Audit Office or public sector audits.
- Senior-level experience in finance, audit, or governance.
- Strong communication skills in English and Sinhala.
Expected Deliverables
- Independent reports for each petition/complaint reviewed.
- A consolidated final report with governance lessons and recommendations.
- Audit and compliance reports with actionable findings.
Contract Duration
- Commencement: 15th September 2025
- Completion: On or before 15th December 2025
- Type: Independent contractual consultancy (short-term, non-staff)
Payment Terms
- Payments will be made on a per-report/per-case basis.
- Man-days and rates will be determined in line with MCB's Schedule of Rates for Consultants.
Remuneration
An attractive consultancy-based remuneration will be offered, aligned with qualifications and experience.
